Fiorina has over 30 years experience in development cooperation, including 15 years at the senior managerial level in investment and entrepreneurship development. Throughout her career, she has demonstrated excellent managerial and leadership skills, resulting in the establishment of extensive international networks within the development cooperation sector. Her knowledge spans surveys, data collection, evaluation methods, and techniques, with a deep understanding of development policies, South-South cooperation, and substantial experience in the implementation and evaluation of technical assistance projects.
Her expertise includes contract acquisition, monitoring and follow-up of funding opportunities, donor relations management, and preparing expressions of interest and technical and financial offers to clients such as the EU, UN agencies, and bilateral donors. She has effectively composed partnerships and recruited experts, raising funds exceeding 15M in the past 15 years. She has also managed the Empretec program and trained, mentored, and coached entrepreneurs, women leaders, and young diplomats.
In addition, she has a proven track record in monitoring and evaluating policies, aid instruments, and projects using qualitative and quantitative methodologies, processing and analyzing data, and adhering to OECD-DAC guidelines. Her expertise extends to cross-cutting policy themes, particularly in mainstreaming gender and women’s equality, where she has made significant contributions. She has successfully implemented development programs in diverse regions, including Africa, the Middle East, Asia, the Pacific, Latin America, and the Caribbean.
